Iran FM: IAEA Official Due in Tehran, No Nuclear Sites Inspection Planned

News - Middle East: Iranian Foreign Minister Abbas Araghchi says the deputy head of the International Atomic Energy Agency (IAEA) will travel to Tehran for talks, but visits to nuclear sites will not be part of the agenda.

 

Speaking to reporters on Sunday, Araghchi said during the UN nuclear agency’s official trip, the sides are scheduled to hold talks about a new framework for Iran-IAEA cooperation.

“There is no plan for any inspection. We have not yet reached an agreement on a new framework [for cooperation] and until we reach this new framework, no cooperation will begin,” he added.

He emphasized that the new framework will be based on a parliamentary law suspending Tehran’s full cooperation with the UN nuclear watchdog.

On June 25, the Iranian Parliament unanimously passed a law mandating the government to suspend all cooperation with the IAEA. Under the law, the agency’s inspectors will not be permitted to enter Iran unless the security of the country's nuclear facilities and that of peaceful nuclear activities is guaranteed, which is subject to the approval of the Supreme National Security Council.In response to a question about fresh negotiations between Iran and the United States, Araghchi said the next round of talks has not been fixed yet.
He noted that indirect Tehran-Washington talks have not yet been finalized, adding that he does not confirm any country as the host of the negotiations.
Iran and the United States had held five rounds of indirect talks on Tehran’s peaceful nuclear program before the Israeli regime launched a war of aggression on June 13.
Mediated by Oman, the 6th round of talks had been planned to be held in the Omani capital of Muscat on June 15, but was called off due to the Israeli attacks.
Iran welcomes peace between Azerbaijan, Armenia
Araghchi said Iran welcomes any peace agreement between Armenia and Azerbaijan and has previously expressed its readiness for cooperation in this regard.
He added that Iran is in constant contact with both countries and pursues a “very clear” stance on the Zangezur Corridor.
"We call for the maintenance of the full sovereignty of all countries in the region over their territories and defend the territorial integrity of all regional countries. We also defend international borders and do not accept any change to them,” the top Iranian diplomat asserted.
He emphasized that a new agreement signed between Armenia and Azerbaijan includes the principles of respect for the regional countries’ sovereignty as well as territorial integrity and objection to any change in borders.
“These points are precisely in line with the positions of the Islamic Republic of Iran,” Araghchi said.
Azerbaijan and Armenia signed a US-brokered peace agreement on Friday during a meeting with US President Donald Trump after decades of tensions over the long-disputed region of Karabakh.
The region has always been internationally recognized as part of Azerbaijan, whose troops retook it in a 24-hour offensive in September 2023.
The Iranian foreign minister said the issue of the Zangezur Corridor has been completely set aside, noting that an American-Armenian company would implement a project on the construction of a transit road inside Armenia.
This company is registered in Armenia and operates under this country’s regulations, he added.
He once again warned that “any foreign presence in the region, in any form, can have adverse consequences for regional peace and stability.”
"We are closely monitoring the developments. So far, our principled positions have been observed but the potential presence of an American company is a cause for concern. We will continue our consultations in this regard,” Araghchi pointed out.
The Zangezur Corridor is a 43-kilometer land route that would connect mainland Azerbaijan to its exclave Nakhchivan, passing through Armenia’s Syunik Province. Armenia opposes the plan, saying it would violate its sovereignty. 
Iran has in the past opposed the plan because it would cut off the transport routes connecting its territories to Armenia.
