According to the report, the aircraft carrier USS Carl Vinson and its strike group failed to enter the area, despite orders from the US Department of Defense to deploy there.
The report explained that the carrier and its accompanying group, consisting of destroyers and warships, remained in the northern Arabian Sea and were unable to pass through the Bab al-Mandab Strait, which was a key part of their mission.
The institute attributed this failure directly to the “focused strikes” carried out by the Yemeni Armed Forces, which posed a threat preventing any US approach to the Red Sea.
According to the report, this is the third occurrence of such a situation, following the failures of the aircraft carriers USS Eisenhower and USS Truman to achieve their objectives in the region.
The institute considered this repetition to reflect the US Navy’s inability to counter Yemeni missile, naval, and drone operations.
It also noted that this failure represents an unprecedented precedent in modern US naval history, as Washington was forced to retreat and withdraw its aircraft carriers under the pressure of “effective and impactful operations,” a danger acknowledged by senior US military commanders themselves.

Concentrated missile, drone, and naval strikes by the Yemeni Armed Forces have repeatedly prevented American aircraft carriers, including the Carl Vinson, Eisenhower, and Truman, from entering strategic waterways like the Bab al-Mandab Strait.
