Twenty-Five Oil-Producing States Accused of 'Complicity' in Gaza Genocide: Report

News -Middle East: A new analysis has found that a total of 25 countries were responsible for 323 shipments of crude and refined petroleum products to the Israeli-occupied territories while the Tel Aviv regime was committing genocide in Gaza.

The report, entitled “Behind the Barrel: An Update on the Origins of Israel’s Fuel Supply,” and released by Oil Change International on Thursday. The release came at the United Nations Climate Change Conference (COP30) in Belém, Brazil. 

It showed that the oil-producing states sent almost 21.2 million metric tons of both crude and refined oil to the occupied lands between November 1, 2023, and October 1, 2025, while the Israeli regime was conducting a campaign of bombing and mass starvation against Gaza that killed over 69,000 people.

Azerbaijan through Turkey, and Kazakhstan through Russia, were by far the largest suppliers of crude, accounting for 70 percent of shipments, according to the report.

Russia supplied the most refined petroleum products at nearly 1.5 million metric tons, followed by Greece at over 0.5 million metric tons and the United States at over 0.4 million metric tons.

However, the US was the only country that supplied Israel with JP-8, a jet-fuel blend designed for military aircraft.

The US “sent nine shipments totaling 360,000 tons of JP-8, as well as two shipments of diesel, all from Valero’s Bill Greehey Refinery in Corpus Christi, Texas,” the report found.

“A genocide needs media complicity, government complicity, weapons, funding, but it also needs oil to keep operating, and we need to stop that oil from flowing there,” Leandro Lanfredi, Rio de Janeiro director of the National Federation of Oil Workers Brasil, told reporters.

Shady Khalil of Oil Change International also said, “States risk becoming complicit in genocide under international law, under the Genocide Convention.”

The report argued that the nations that sent oil to Israel acted in violation of their obligations under international law, with some continuing the shipments even after the International Court of Justice (ICJ) said in July 2024 that the Tel Aviv regime’s actions were illegal and a United Nations commission determined in September 2025 that Israel had committed genocide in Gaza.

Irene Pietropaoli, a senior fellow in business and human rights at the British Institute of International and Comparative Law, said in a statement that states were obliged to follow the ICJ's order directing them to “prevent and punish genocide.”

“States must consider that their military or other assistance to Israel's military operations in Gaza may put them at risk of being complicit in genocide under the Genocide Convention,” she said.

In the attacks in Gaza since October 2023, Israel has killed at least 69,187 people and injured 170,703 others. A fragile ceasefire has taken effect since October 10.
